Christine McLenan, TPA Administrator

Christine is a seasoned administrative professional with over 30 years of experience supporting both profit and non-profit organizations across the public and private sectors. She has worked as an employee and contractor, bringing flexibility, discretion, and a deep understanding of organizational operations to every role.

For more than 25 years, Christine has provided executive-level administrative support to senior leaders at organizations including Deloitte, World Vision Canada, and St. Paul’s Hospital Foundation, where she was known for keeping complex operations running smoothly behind the scenes.

From 2013 to 2022, Christine served as Administrator for the Fire Chiefs’ Association of BC, overseeing day-to-day operations and administration for the association. Her work included contributing to the 2015–2017 Strategic Plan and participating in the 2015 Operational Review—because she’s as comfortable with big-picture planning as she is with the details.

Christine holds a Diploma with Honours from the Executive Office Assistant Program at CDI College and brings a steady, solutions-focused approach to every organization she supports.

Gord Anderson, TPA Associate

Gordon Anderson retired in 2019 with 29 years in the fire service, serving for the last five as the British Columbia Fire Commissioner.  In this role, he was the senior fire authority for the Province providing advice to government and supporting local government fire services, as well as dealing with fire service issues at the national level.  While in government, he also periodically fulfilled the role of (Acting) Assistant Deputy Minister for Emergency Management BC (including the record 2017 flood season).

Stephen R. Gamble, TPA Associate

Stephen entered the fire service in 1978 as a Paid Call firefighter with the City of Port Coquitlam and in 1980 he was hired on as a fulltime firefighter with the City.  Stephen was promoted to Assistant Chief of Operations/Emergency Coordinator in 1995.  In 2003, he was appointed as Fire Chief/Emergency Coordinator for the City of Port Coquitlam which he held until January 2011 when he was appointed as Fire Chief with the Township of Langley.  After serving over 44 years in the fire service, Stephen retired from the Township of Langley Fire Department December 2nd, 2022.   

Jim Cook, TPA Associate

Jim Cook is an experienced professional with over 38 years of experience in the fire service.  He has extensive knowledge and experience with budgets, labour relations, fire operations, strategic planning, executive leadership, project management, community engagement, and organizational change. Jim retired in 2015 as Fire Chief of the City of West Vancouver.

Ian MacDonald, TPA Associate

Ian MacDonald is a former lawyer who practised international corporate law in Canada and the United Kingdom. Ian retired as a lawyer in January 2004. Since 2005, he has worked extensively on fire and emergency service matters for local, regional and provincial governments. This work includes statutory and regulatory reviews, governance and administrative reviews, bylaw reviews, and occupational health and safety reviews.

Dave Mitchell, Dave Mitchell & Associates

Dave Mitchell retired as Division Chief, Communications in 1998 from Vancouver Fire & Rescue Services following a career spanning 32 years. During this time he was responsible for managing technology as well as the emergency call taking and dispatch for the Vancouver, Whistler and five Sunshine Coast Regional District fire departments.
